First come first serve priority bidding can be fairer

Tbh we should have a first come first serve priority bidding like ntu. Not saying seniority and ranking dont matter– but priority should also be given based off timing so people who registered at 9am and put a course as no.1 dont somehow get kicked out of the current round by people who selected it later.
