Is it a turn off when someone is proud of being bad at their mother tongue?

super random but like is it kind of a turn off when like someone cant speak their mother tongue properly and are proud to be bad at it...? like alot of people are bad at their mother tongue/second language but why do some people have to go around boasting it like its an achievement
